Federal Health Business Development Capture Specialist


 Position: Federal Health Business Development Capture Specialist (BD Capture Specialist), Sault Tribe Inc.
Sault Tribe, Inc. (STI) began work in 2020, created by the Sault Tribe of Chippewa Indians as the independent business arm of the Tribe. Our mission is to enhance the economy and improve the quality of life for the members of the Sault Ste. Marie Tribe of Chippewa Indians. STI will achieve this mission through growing our business, particularly in Federal contracting through our STI Federal brand.

 Job Description
The BD Capture Specialist will be responsible for supporting the company’s short- and long-term positioning in the Federal Health marketplace for professional services within the Defense Health Agency (DHA), Health and Human Services (HHS) (excluding CDC), and/or other military or civilian health agencies working toward building strategic relationships, driving growth, and achieving revenue targets. The BD Capture Specialist will further STI’s mission by leveraging existing relationships, developing new relationships, and utilizing a limited body of existing past performance in public health to develop opportunities for 8a sole source or set-aside contracts and subcontracting opportunities. The BD Capture Specialist will play a crucial role in identifying and pursuing business opportunities, fostering partnerships for winning business pursuits, and providing the coordination and strategy required to prepare for winning bids by working with internal and external stakeholders, such as: program or delivery teams and teaming partners.

BD Capture Specialist Key Outcomes:
  • Establish targeted relationships – Select strategic Federal Health agencies and offices, and partners and establish a growing network of relationships with key decision makers leading to contract wins and growth within these agencies or companies.
  • Realistic opportunities – Identify realistic business development opportunities for the pipeline through relationships and research, as measurable by p-win accuracy over time.
  • Contract wins – Lead capture to achieve target contract wins and gain market share in Federal Health pursuits of at least $10M in wins year one, reaching $50M by year three.
  • Increase p-win – Increase our team’s probability of win on identified pursuits through research, relationships, and capture management leading to high win rates.
  • Marketing – Establish STI-Federal’s brand and presence within the target agencies and offices through industry events, networking, and using marketing materials effectively in the relationship building and business development process.
  • Team player – Provide responsive support across STI-Federal. Willing to help in all tasks.
 
Required Qualifications, Experience, Education, and Skills requested: 
  • Must have experience with sole source procedures under the SBA 8(a) business development program.
  • Demonstrated experience increasing sales and winning federal government contracts, including IDIQs, task orders, and stand-alone contracts, in the range of $5-50M.
  • 10 years of experience in business development activities with at least five in federal government contracting.
 
Skills, knowledge, and abilities: 
  • Must have strong existing relationships in Defense Health Agency (DHA), Health and Human Services (HHS), and/or other relevant agencies, and ability to develop new relationships.
  • Deep knowledge and experience in federal contracting for federal health professional services required.
  • Negotiation, and business development skills.
  • Detailed research, strategy, and organizational skills.
  • Initiative-taking in the face of uncertainty and driven to continuous improvement.
  • Ability to successfully pass a drug screen and a federal background check required.
Working Conditions: 
Confidentiality Required. Remote work environment. Position requires mobility and prolonged sitting and standing; requires flexible working hours. Travel could be required up to 50%.
 
Compensation: 
$150-$185K salary is available for the right candidate.
 
Work Location: Remote work; based in Washington D.C. Metro Area preferred.  
 
Native American Preferred – Sault Tribe Member/Family preferred.
